of the
congregation of Redeemer Orthodox Presbyterian Church
of Toms River, New Jersey


THE CONGREGATION


ARTICLE I: PREFACE
In order to propogate and maintain the Christian faith and worship as it is set forth in the Holy Scriptures and defined in the Confession of Faith and Catechisms of the Orthodox Presbyterian Church, Redeemer Orthodox Presbyterian Church determines to be governed by The Book of Church Order of the Orthodox Presbyterian Church (THE FORM OF GOVERNMENT, THE BOOK OF DISCIPLINE and THE DIRECTORY FOR THE PUBLIC WORSHIP OF GOD), by the By-Laws of the Presbytery of New Jersey of the Orthodox Presbyterian Church, and by the following By-Laws.


ARTICLE II: MEMBERSHIP
The membership of Redeemer Orthodox Presbyterian Church shall consist of communicant and noncommunicant members, all of whom have the privilege of pastoral oversight, instruction, and government by the church. Communicant members are those who have been baptized, have made a credible profession of faith in Christ, and have been enrolled and admitted to all the rights of church membership by the session. The baptized children of communicant members shall be enrolled as noncommunicant members by the Session.


ARTICLE III: MEETINGS OF THE CONGREGATION
A. The Annual Congregational Meeting will normally be held in the fourth week of January and announced from the pulpit at least four weeks in advance. Written notice must be mailed to all members at least ten days in advance of the meeting.

B. Voting members of the Congregation must be communicant members, and a minimum of one-third of the voting members will constitute a quorum at a Congregational Meeting.

C. Special Meetings of the Congregation may be called at any time by the Session or by one-fourth the members of the Congregation. No business may be conducted not specified in the call.

D. The annual meeting of the Corporation will follow the Congregational Meeting on the same day as the Annual Congregational Meeting.


ARTICLE IV: ELECTION OF OFFICERS
A. Nominations for candidates for the offices of ruling elder and/or deacon must be submitted to the Session at least eight weeks in advance of the date set for a Congregational Meeting, either at the Annual Congregational Meeting or at a Special Congregational Meeting called for that purpose. The Session will announce, at least three Lord's Days prior to such Congregational Meeting, the name(s) of those men whom it has approved to either stand for election at that Meeting or to enter a period of training for church office and thus to stand for election at such future Congregational Meeting as the Session shall set upon the successful completion of said training. Such elections shall be determined by a two-thirds majority vote.

B. The officers of Redeemer Orthodox Presbyterian Church shall
consist of:
  1. Pastor
    The duties of the Pastor are as outlined in THE FORM OF GOVERNMENT.
  2. Ruling Elders
    The duties of Ruling Elders are as outlined in THE FORM OF GOVERNMENT. Election to this office must be by two-thirds of the voting members present.
  3. Deacons
    The duties of the Deacons are as outlined in THE FORM OF GOVERNMENT. Election to this office must be by the vote of two-thirds of the voting members present at a Congregational Meeting. The Deacons may elect their officers from their membership.
C. It is to be understood that men who are elected to serve Redeemer Orthodox Presbyterian Church as Ruling Elders or Deacons are elected to lifetime service in those offices.


ARTICLE V: BUDGET

The budget will be assembled by a committee appointed by the Session. The budget will be presented to the Session for review at least two weeks before the Annual Congregational Meeting, where it shall be presented for approval.


ARTICLE VI: RULE OF ORDER
Robert's Rules of Order shall govern meetings of the Congregation so long as they are not inconsistent with the Standards referred to in the Preface to these By-Laws.


ARTICLE VII: AMENDMENTS
These By-Laws may be amended, in whole or in part, by a two-thirds vote of the members present at a Congregational Meeting, provided that notice of the proposed amendment(s) be given in writing to the Clerk of Session and announced from the pulpit at least two weeks prior to the Meeting. The Clerk of Session must provide such written proposal(s) to each voting member at least two weeks prior to the Meeting.
